Cheryl A. Hilvert 
was appointed to the Board to represent local governments in December 2002. Ms. Hilvert serves as the City Manager for the City of Montgomery, Ohio, and has served in that capacity since 1997. She has been employed in local government management in Ohio for approximately 26 years. Ms. Hilvert is member of the Senior Executive Institute Advisory Board and the Board of Directors for the Alliance for Innovation. Ms. Hilvert has been inducted into the Hall of Distinguished Alumni of Eastern Kentucky University and was named as a Woman of Achievement by the YMCA. The International City Management Association has also designated her as a Certified Public Manager. Ms. Hilvert has a Bachelor’s Degree in Political Science and a Master’s Degree in Public Administration from Eastern Kentucky University.
